He appears to have two problems.
First is he's probably mute.
The first question was obvious, but a little to simple for even CB folk.
Second is that he was thinking about, or more likely already has a commercial radio which can be programed for 403 to 470MHz.
It might also be something simple like a cheapy chinese hand held ham radio.
As mentioned, UHF CB is 476 to 477MHz.
For the average person who knows nothing about radio, they should just buy equipment that is purpose built UHF CB and not consider other radios. An Icom 40s would be an example of such a radio.
There is another choice, that is Ham Radio. A foundation licence course is easier than choosing which radio to buy.
Ham radio is more for people who are interested in radio as a hobby as opposed to UHF CB which is more about quick and simple short range communications.
